Full Bio

 

Affiliated with the Faculty of Law and Administration of the University of Warsaw since 1997, he obtained his Master’s degree in 2002, defended his doctoral dissertation in 2007, and received his habilitation in 2017, after which he was appointed as a professor. From the beginning of his academic career, his research has focused on public economic law, including constitutional economic law and energy law. He has completed studies or research fellowships in Regensburg, Graz, Cologne, and Washington D.C. For years, he has been an associate of the School of German Law, run jointly with the Faculty of Law of the University of Bonn. Outside of the University, his professional experience includes working for the Bureau of Analyses of the Sejm (the Polish Parliament), the Legislative Council, and serving as the President of the Energy Regulatory Office (URE). https://orcid.org/0000-0002-9151-2233

Assistant professor at the Faculty of Law and Administration at the University of Warsaw, where he earned both a Master’s degree in law and a Bachelor’s degree in international relations. He also completed studies in EU competition law at King’s College London. He holds a PhD in law, with a dissertation examining the application of EU competition law in the energy sector.
 
His academic interests include public economic law, energy law, competition law, state aid, and nuclear law. At the University, he teaches courses across these areas and oversees the academic content of the “LL.M. in EU Energy and Climate” programme.
 

Since 2022, he has served as Regulatory Risk Manager at Polskie Elektrownie Jądrowe, the company responsible for delivering Poland’s Nuclear Power Programme. In this role, he manages domestic regulatory matters and supports EU-level proceedings. Prior to joining PEJ, he held regulatory roles at Poland’s largest natural gas supplier and at the operator of Warsaw’s principal heat and power plants, where he was responsible for both national and European regulatory affairs.

PhD candidate in law at the University of Warsaw, where he earned a Master’s degree in law and a Bachelor’s degree in Iberian Studies, with a particular focus on Latin American law. He completed a research internship at the Pontificia Universidad Católica de Chile.

He is an attorney trainee and Junior Associate at Wardyński & Partners, specialising in litigation and arbitration. Within the “LL.M. in EU Climate and Energy Law” programme at the University of Warsaw, he supports the programme’s organisation and promotion. He also teaches public economic law at the University.

His academic and professional interests include public economic law, energy law, climate law, and international dispute resolution.

Guillaume Dezobry is a senior lecturer at the University of Amiens and a Partner at EY avocats (Paris) where he is a specialist in energy law and regulatory law. After a PhD thesis on the essential facilities doctrine, he has focused his practice on the regulation of the energy sector. He advises public and private operators. His research and his pactise are mainly dedicated to competition law and economic public law. He published his Phd on the essential facilities doctrine and several articles on the liberalization of network industries. He has a specific expertise in energy law.

Jakub Faszcza, PhD, is a legal expert and practitioner, specialising in European Union energy law and energy policy. He holds a doctoral degree in Law and is a qualified legal counsel with extensive experience in the energy sector, particularly in regulatory and international matters related to the functioning of energy markets. He has been directly involved in proceedings before the Court of Justice of the European Union, including cases concerning the abuse of a dominant position on the gas market, which touch upon key issues related to the functioning of the EU energy market. He is currently employed as a legal counsel at Polskie Elektrownie Jądrowe, where, for over two years, he has supported the implementation of strategic investments at the intersection of EU law and international law. His academic and professional interests focus on energy security, energy solidarity, and competition law in energy markets, including state aid law.

Maria Kierska, PhD, is an advocate and a Counsel at DWF Poland with a focus on transactional and regulatory issues related to renewable energy. Maria mainly works on offshore, onshore wind and solar development cases, as well as RES sector agreements (vPPA, PPA, DSA, EPC, BoP, TSA, O&M). Advises developers, renewable energy producers, banks financing renewable investments and electricity end users in shaping green transition initiatives. She also specialises in dispute resolution before common courts in the field of energy law, contract law, including sale, delivery and construction contracts (FIDIC contracts), liability for damages, interim measures, and enforcement proceedings. Maria frequently represents clients during commercial negotiations and mediation.

Rafał Morek, PhD, is a part-time lecturer at the University of Warsaw and a Partner at CMS Cameron McKenna Nabarro Olswang. He is registered as an advocate in Poland and also as a foreign lawyer by the Law Society of Scotland. He has taken part, as an arbitrator or counsel in over 130 arbitrations. He is a Chair of the Arbitration Commission of the ICC Poland, an officer of the Arbitration Committee of the International Bar Association, and a member of the Council of the German Arbitration Institute (DIS).

PhD in Law and an expert in energy regulation and industrial policy. A graduate of the Faculty of Law and Administration and the Institute of International Relations at the University of Warsaw, as well as the Faculty of Environmental Engineering at the Warsaw University of Technology. He also holds an Executive MBA from the University of Warsaw and has completed prestigious public sector leadership programs: the National School of Public Administration (KSAP) and the ARGO Top Public Executive program at IESE Business School.

A public official with years of experience, he is a co-author of key regulations governing the natural gas and electricity markets in Poland. For years, he has bridged the perspectives of public administration, infrastructure companies, and energy-intensive industries.

Between 2023 and 2024, he served as Vice President of the Management Board at OGP Gaz-System S.A., where he was responsible for regulatory affairs, relations with state administration, and cybersecurity.

Currently, he is a Senior Manager at EY Poland, advising major industrial and energy entities on regulation, energy transition, and both Polish and European industrial policy.

Zofia Roguska holds a PhD in law, awarded with distinction by the Faculty of Law and Administration at the University of Warsaw. She works at EY Law, where she leads the Energy and Sustainability team, specializing in ESG regulations and climate law in Poland and the EU. She gained experience in energy and climate policy at the European Parliament, the Ministry of Foreign Affairs, and the National Fund for Environmental Protection and Water Management.

Kim Talus is the Professor of European Energy Law at UEF Law School and the founder and co-director of its Center for Climate Change, Energy and Environmental Law (CCEEL). He is also a permanent part-time Professor of Energy Law at University of Helsinki and a partner of Energy and Regulation Partners in Zug, Switzerland.

His extensive experience in research and consultancy has centered around international, comparative and European energy law.

He has authored and co-authored articles in more than 200 publications and his work has awarded him with many recognitions and his research is referenced in the case law of the European Court of Justice.

In the past, he has held positions at Tulane Law School (Director of Tulane Center for Energy Law 2018 – 2023), University College London, University of Houston and University of Bonn. In addition to his role as the Editor-in-Chief for OGEL (2009-2024), he is a member of the Editorial Board for AIPN’s Journal of World Energy Law and Business.

He works frequently with companies, public authorities and governments in various areas of energy law and policy. His recent assignments relate to EU and international law aspects of large-scale infrastructure investments, details of EU energy regulation as well as investment disputes and the energy transition related laws and regulations.

Maciej Antoniak is an advocate, heading Projects & Infrastructure practice and co-heading the Dispute Resolution and Arbitration Department at the Warsaw office of DWF. Maciej is also a member of ICE (infrastructure, construction and energy) global group at DWF.

Maciej provides legal advice to entities involved in greenfield and brownfield investments including hard and social infrastructure. He is experienced in advising on projects and transactions carried out in all key infrastructure sectors, including oil&gas, energy, seaports, motorways, railways, mass transportation, waste management, IT, water and sewage, as well as nuclear energy. He provides advice on all types of investments into infrastructure assets, including acquisition, construction, development and revamp, public-private partnerships and concessions, construction works contracts, O&M contracts, public service contracts, technology transfer agreements, supply contracts, and off-take agreements, day-to-day operations of utility companies, public law and public procurement. Maciej also represents Clients in dispute resolution before common courts and arbitration tribunals concerning projects & infrastructure. Marcin Borek is an expert in the field of project financing and transactions. As Andersen and EY (Ernst & Young) professional, Marcin led advisory projects in the fields of energy and infrastructure for more than twenty years, in Poland and abroad. Marcin also managed the PFR Fund for Investments in Local Governments (2019- 2026), which provided equity and debt financing to numerous private and public entities, including energy transformation projects.

She is an advocate and Counsel at DWF Poland. She specializes in commercial law and the implementation of construction projects, including construction disputes (litigation and arbitration) and claim management. She also has experience advising on nuclear law-related issues. Dominika’s professional background and experience include the representation of and advisory for clients in construction and technical disputes (litigation, arbitration and mediation; domestic and international), as well as the representation of clients in general commercial disputes, including corporate disputes. She has acted for clients who are active in the infrastructure, commodities and energy industry sectors, and who performed a variety of contractual roles during the life-cycle of construction projects (i.e. Dominika has acted for contractors, sub-contractors and employers). Her experience also involves claim management (including EoT, LDs, claims for payment, defect claims, etc.) and advisory for construction clients prior to disputes emerging. Her advisory has scoped the FIDIC Conditions of Contract (Yellow and Red Books), as well as EPC bespoke contracts, which she has also negotiated and drafted. Darío is a doctoral researcher in Energy Law at the University of Almería, where he also teaches Administrative Law. He holds a double Bachelor’s in Law and Economics (University of Navarra) and a double Master’s in Regulated Sectors Law and Legal Practice (Carlos III University of Madrid). His PhD research examines capacity mechanisms and security of supply in EU electricity markets, complemented by experience in leading law firms. He currently serves as the President of the Polish Association of Construction Employers – Atom, an organization bringing together Poland’s largest construction companies interested in securing contracts for the country’s nuclear power plant project.

From 2021 to 2023, he served first as the Chairman of the Supervisory Board and subsequently as the President of Polskie Elektrownie Jądrowe (PEJ), the company responsible for constructing Poland’s first nuclear power plant in Pomerania. During his tenure, key agreements were signed with American partners regarding the design and engineering of the plant.

Between 2015 and 2022, he served as the President of GAZ-SYSTEM. Under his leadership, the company executed the largest investment program in its history, which included the construction of the Baltic Pipe pipeline, four compressor stations, interconnectors with Slovakia and Lithuania, and over 30 strategic gas pipelines across the country.

He joined GAZ-SYSTEM in 2008, holding various positions throughout his career. He was responsible for coordinating the construction of the LNG Terminal in Świnoujście and providing corporate oversight of the Polskie LNG company.
